§ Mr. Clinton DavisAn approach was made in October 1973 to Singapore suggesting talks the following month, which Singapore declined until the airlines concerned had come to some satisfactory agreement with each other. The appeals against British Caledonian's licences for the other routes were dismissed on 31st December 1973. I am satisfied that the impact of the fuel crises, the route rationalisation talks taking place between British Airways and British Caledonian, and recently my civil aviation policy review, made it premature to approach the other Governments concerned.
