How many administrative civil servants held posts in the following grades in 1963, 1968 and at the latest available date:

  • Permanent Secretary,
  • Deputy Secretary,
  • Under Secretary,
  • Assistant Secretary,
  • Principal:
what salary scales applied to each grade on the dates in question; and what are the current demands and proposals for increasing the number of Principals.

Currently, the salaries for the Secretary to the Cabinet, Head of the Home Civil Service and Permanent Secretary to the Treasury are £20,175.

Staffing at all levels is related to the work to be done and the allocation of work to Principal posts depends on the needs of individual Government Departments. Most Departments have delegated authority to create additional posts at this level, provided that they have
