§ Mr. Denis HowellI understand that most, if not all, of the expenditure is likely to be on revenue account, and therefore, would not require my right hon. Friend's approval. Essentially this is a management matter for the water authority, and I am sure that it will be able to give the hon. Member the information he seeks on costs and staffing.
