Mr. Spence

asked the Chancellor of the Exchequer what controls are exercised in the EEC institutions over expenditure and the raising of revenue; and if he will indicate, in particular, what procedures are necessary to authorise supplementary expenditure and levies.

The main and supplementary budgets of the European Communities are used to authorise Community expenditure. The main budget is "established"—that is, approved—by the Council of Ministers and declared adopted by the President of the European Assembly under the provisions of Article 203 of the Treaty of Rome. The same procedure applies to supplementary budgets which authorise supplementary expenditure arising during the year.
