asked the Secretary of State for the Environment what is his latest estimate of the number of householders in the United Kingdom eligible for rate rebate; and what were the total number of (a) applications and (b) rebates granted in 1974.

Mr. Oakes

About 3½ million people were eligible for a rate rebate in England and Wales in 1974–75. During the period 1st April 1974–30th September 1974, 2.42 million applications were received of which 2.15 million were successful—i.e., for this six-months period. 89 per cent. of applications for rebates were successful. It is estimated that in the full year over 2½ million people received a rebate.

asked the Secretary of State for the Environment if he will publish in the Official Report his latest estimate of the number of persons in the United Kingdom eligible for a rate rebate not claiming benefit; and what is the total annual amount of benefit unclaimed.

Mr. Oakes

In spite of an extensive publicity campaign about 1 million eligible ratepayers in England and Wales did not apply for a rate rebate in 1974–75. As I do not know their personal circumstances the amount not claimed cannot be calculated.
