asked the Minister for the Civil Service what steps he has taken to give effect to the proposals, jointly presented by the Joint Trade Union Committee for Contract Cleaning and the Contract Cleaning and Maintenance Association, for ensuring that contractor employees working on Government contracts enjoy reasonable rates of pay and of holidays with pay.

It is the Government's intention to introduce into contracts for the cleaning of Government offices clauses requiring successful contractors to pay wages, and to grant holidays with pay, to their employees engaged on such contracts at rates no less favourable than those from time to time agreed for local authority staff engaged on similar work. The drafting of suitable clauses is under discussion, and it is hoped that final arrangements will be completed in time for the new clauses to be introduced into all tenders invited on or after 1st April 1975.

The Government are grateful to the representatives of both employers and employees for their co-operation in introducing this small but important contribution to the improvement of conditions in the contract cleaning industry.
