asked the Secretary of State for the Environment what action he proposes to take to deal with the increasing stocks of waste paper which the paper mills are refusing to process.

I have been asked to reply.

I have informed representatives of the paper and board industry that I will urgently consider any support scheme which falls within the conditions of the Industry Act 1972. The Advisory Group on Waste Paper Recycling, which I chair, is currently studying possible methods of stabilising the waste paper market in the future.
