asked the Secretary of State for the Environment, in view of the complaints which have been made about emissions from the Coalite and chemical works at Rossington, if he will refer the question of emissions of this kind to the Health and Safety Commission.

Responsibility for the control of emissions from the Rossington works lies with the Alkali and Clean Air Inspectorate which is now part of the Health and Safety Executive. The Health and Safety Commission, which controls the work of the executive, is responsible to my right hon. Friend for the work of the inspectorate.
