asked the Secretary of State for the Environment whether, to ease traffic congestion in Westminster, and to help offset the construction cost, he will make the parliamentary underground car park available to the general public on a commercial basis during parliamentary recesses.

No. A large number of staff and Members still need parking facilities during recesses. Moreover, the House decided on 27th June last, when agreeing to the report of the Services Committee on car parking, that the underground car park should not be made available for public use during recesses.
