I have been asked to reply.

No. To keep the licensing system manageable it is necessary to limit the grounds on which refunds may be given. My right hon. Friend the Secretary of State for Defence tells me that the disturbance allowance made to married Service men posted overseas is intended to compensate for incidental expenditure of this sort.
