Mr. Stephen Ross

asked the Secretary of State for the Environment if he will list the 10 authorities in England and Wales which had the highest percentage rate increase in 1975 over 1974, and in 1974 over 1973; and if he will list the 10 local authorities which had the lowest rate increases in the same periods.
