asked the Chancellor of the Exchequer to what legislative or policy factors he attributes the increase in non-industrial staff in the Department for National Savings from 13,266 on 1st July 1975 to 13,464 on 1st October.

The increase was due primarily to two policy factors: (a) the build up of the staff necessary to prepare for the introduction in 1976 of a computerised system for the Premium Savings Bond scheme; and (b) the overlapping requirements at some stages of the continuing dispersal of the National Savings Bank from London and Harrogate to Glasgow.
