asked the Secretary of State for Trade if he will introduce controls on the movement of endangered species of animals and plants which are in transit through British ports and airports.

I have been asked to reply.
I do not think this is practicable. As we have said, we are introducing, on 1st January, the import and export controls necessary to implement the Convention on International Trade in Endangered Species. The Convention specifically exempts wildlife in transit under Customs control.
