§ Mr. Edward ShortThe White Paper says that broadly the extra staff in Wales might be around 600 initially, rising thereafter to about 1,600. It indicates that it is not possible to estimate all the effects, even broadly, on Government Departments outside Wales but that there ought to be net savings in these Departments. At this stage I cannot add to the White Paper.
