Mr. Teddy Taylor

asked the Secretary of State for Scotland (1) what guidance he has given, or intends to give, to Scottish local authorities regarding economies in spending;

(2) what action he proposes to take if local authorities disregard his appeal to curb spending and impose further sub stantial rate rises.

These matters were dealt with in Finance Circular No. 64/1975 which I sent to local authorities in October after discussion with the Convention of Scottish Local Authorities. Following the debate on the Rate Support Grant Order further guidance will be sent to the authorities; but it will be for each authority to determine its own rate.
