Mr. Hayhoe

asked the Secretary of State for Foreign and Commonwealth Affairs what efforts are made to ensure that official places in international organisations allocated to particular sectional interests within the United Kingdom are filled so as fairly to represent as comprehensively as possible the sectional interest concerned.

The procedure varies according to the organisation concerned and the type of appointment. Normal practice is that the appointment should go to the person most suitable for the job, having regard to qualifications, experience and willingness to serve. The interests of private and semi-official groups concerned in the appointment are also taken into account.
