asked the Secretary of State for the Environment what is the annual cost in terms of (a) fuel, and (b) extra train crews resulting from the current working programme of BR's sole high speed train which involves running the train empty twice daily between London and Bristol.

No such empty running is taking place. The High Speed Train on that line is operating a normal Inter-City service. Precise figures of fuel and train crew costs are not readily available, but are expected to be about the same as for other trains on the same service.
