§ Mr. ArmstrongInquiries about particular schools should be directed to the schools concerned or, in the case of maintained schools, to the local education authority. The restricted distribution of reports by Her Majesty's inspectors is necessary to ensure that the reports can be frank, impartial and, if need be, critical, and thus of maximum benefit to the schools.
