§ 43. Mr. Roseasked the Secretary of State for the Environment what steps he is taking to give assistance to local authorities which have ceased to collect paper for recycling as a result of the fall in used paper prices in order to encourage them to recommence collections.
§ Mr. CroslandThe first step must be to secure a more stable market so that schemes are not made unprofitable by a drop in sales or price. The Government's Advisory Group on the Recycling of Waste Paper is urgently studying how this can best be done.
