§ Mr. ArmstrongThe pay increase negotiated for October 1972 exceeded the movement in the retail price index for the previous 12 months. The increases for October 1973 and October 1974 were negotiated under the statutory pay policy of the previous administration and like those for many other groups did not keep pace with the rise in the cost of living.
