§ Mr. Spearingasked the Secretary of State for Foreign and Commonwealth Affairs if he will list in the Official Report the international treaties or agreements concluded by the European Communities since 1st January 1973, other than those concerned exclusively with foreign aid, stating in each case the date when each was approved by the Council of Minister, under what article of the Treaty of Rome and whether the unanimous or majority procedure was adopted.
§ Mr. Hattersley,pursuant to his reply [Official Report, 20th March 1975; Vol. 888, c. 514], gave the following information:
A list of bilateral and multilateral treaties and agreements with third States signed by the European Communities or by one of the Communities and the member States together since 1st January 1973. other than those concerned with aid, is given below, together with information on dates of signature and the relevant articles of the applicable treaty where specifically linked. Information about the date on which the Council of Ministers decided to approve the text of a particular treaty for signature is not readily available. Majority voting has not been applied to any such decision since our accession to the Communities. The date on which the Council of Ministers adopted a formal Act—similar in effect to ratification—on the conclusion of a particular treaty is given in the third column.
