asked the Secretary of State for Industry whether a cost benefit analysis or a social audit has been made on the Government proposals for redundancies in the steel industry in Wales.

In examining the various parts of the BSC's development plan the best possible analysis was made of the economic and social costs and benefits involved. Only where we were convinced in the light of this analysis that the benefits outweighed the costs were we prepared to approve any proposals resulting in significant redundancy.
