Mr. Kilroy-Silk

asked the Secretary of State for the Home Department whether the opening of prisoners' letters to and from their families and friends is an appropriate and necessary "channel of communication" as implied in paragraph 155 of the Report of the Working of the Prison Department 1973.

The paragraph indicates that censorship of such correspondence has not been found to be essential at the open establishments at which experiments are being conducted.
