Mr. Hannam

asked the Secretary of State for the Home Department (1) if he will arrange for all invalid tricycles which are involved in accidents resulting in injury or death to their drivers or other road users, to be kept in police custody until the driver or his relatives have had sufficient time to arrange for an independent technical examination of the vehicle to determine any mechanical defects before being returned to the Department of Health and Social Security approved repairer;

(2) if he will ensure that no technical examinations are carried out by police motor vehicle examiners and Department of Health and Social Security technical officers of invalid tricycles involved in accidents resulting in injury or death to their drivers or other road users, until invitations have been extended to the tricycle driver or his relatives to arrange for an independent engineer to be present at any technical examination of the vehicle involved.

Arrangements made by the police in relation to motor vehicles which have been involved in accidents are a matter for individual chief officers.
