asked the Minister of Overseas Development why her Department requires a minimum of two years' residence in Great Britain from candidates applying for overseas posts, bearing in mind that many suitable candidates for overseas appointments under her Department will have previously served abroad in similar appointments.

It has been thought appropriate that candidates should be normally resident here but I have the rules under intensive review and will consider the point which the hon. Gentleman has in mind.
