asked the Secretary or State for Education and Science what results he expects from his recent announcement that stress payments will be shortly available in the London borough of Newham; and what other action he has taken to assist this authority.

My right hon. Friend hopes that more teachers will be encouraged thereby to seek and remain in posts in Newham schools. His initiative in setting up a committee of inquiry into teachers' pay and the recent increases in London area allowances should further help the authority to recruit the staff it needs. The authority has also been given approval to replace the Essex primary school in the 1974–75 primary improvements programme.
