asked the Secretary of State for the Environment what will be the transitional period under the Govern- ment proposals for the public ownership of development land before the full scheme is implemented.

The White Paper makes it clear that the length of the transitional period will depend on the availability of resources, but that we shall use our best endeavours to make possible an early move to full implementation of the scheme.
