Mr. Kelleyasked the Secretary of State for Energy if he will give a general direction to the National Coal Board to base its pay structure on a bonus scheme for all production, over the mean average for the industry over the previous six months, at a rate which will increase miners' earnings on a pro rata basis, free from income tax, according to the increase in productivity from the industry as a whole.
