asked the Secretary of State for Foreign and Commonwealth Affairs if he will consider proposing standardising the name by which the country is known overseas in international organisations, since it is at present called the United Kingdom, or Great Britain, or Britain.

At international conferences the more formal title "The United Kingdom" is used, but it has long been the practice at Commonwealth meetings to use the less formal title "Britain". I see no reason to change this practice for the sake of standardisation.
