Mr. Michael Latham

asked the Secretary of State for the Environment whether the two officials of his Department who serve on the EDC for Building, on the nomination of the Permanent Secretary, Department of the Environment, (a) accepted the EDC's forecast of 245,000

(3) in how many of the fatal road accidents in each of the last five years the driver of the vehicle was wearing a seat belt or not wearing one, respectively, and was subsequently killed; and what proportion each of these figures represents of total road deaths.

The following are figures of deaths among front-seat occupants of cars and light vans:

housing starts and 300,000 completions in 1974, or (b) disagreed with it, or (c) reserved their position; and whether, pursuant to his reply to the hon. Member for Melton on 8th November, he accepts any ministerial commitment to the EDC's conclusions on these matters.

Mr. Freeson

There is no ministerial commitment to any construction forecasts made by the Joint Forecasting Committee of the Building and Civil Engineering Economic Development Committees.
