asked the Secretary of State for Foreign and Commonwealth Affairs what proposals he has made about constitutional changes in the Seychelles; and whether he will make a statement.

Both political parties in Seychelles are now committed to a policy of independence. A constitutional conference was planned for this autumn, but, largely because of by-elections in Seychelles, has had to be postponed to the spring. In the light of the conclusions of this conference Her Majesty's Government would propose to reach decisions on constitutional advance and, subject to the approval of Parliament, on final progress towards independence.
