asked the Secretary of State for the Environment if, in view of the present state of arrangements for the collection and disposal of rubbish, he will take into account in forming his policy on this matter the survey of the Consumer Association in the May issue of Which?; and what results followed the report of the departmental working party of 1971.

The responsibility for the collection and disposal of rubbish rests with local authorities who will make arrangements having regard to local needs and circumstances. If each local authority wishes to take into account the survey of the Consumers' Association in the May issue ofWhich? this is a matter for the authority. The recommendations of the report of the Working Party on Refuse Disposal are being taken into account in the Control of Pollution Bill now before Parliament.
