asked the Secretary of State for the Environment what steps are being taken to divert the transport of dangerous cargoes from road to rail.

It is the Government's policy that freight which, taking into account environmental, social and economic considerations, should be carried by rail is so carried. I have already announced my intention of asking large firms to investigate the scope for transferring further freight to rail: dangerous goods will be among the types of consignment considered.
