asked the Secretary of State for the Environment what plans he has to encourage the movement of goods from road to rail; and if he will make a statement.

I wrote on 22nd May to about 100 of the country's leading firms inviting them to investigate with the Railways Board greater use of rail for suitable freight. Almost all have now replied and agreed to take part in the exercise. Discussions between British Rail and individual firms are now about to start. I shall consider further action in the light of these. In addition I am seeking new powers in the Railways Bill, including powers to make grants towards the provision of facilities for goods carried by rail where this is in the local interests.
