asked the Secretary of State for Energy if he will give a general direction to the electricity boards to discontinue the practice of requesting consumers, not in permanent residence, to leave completed meter cards in their windows.

This would not be appropriate. Arrangements for obtaining meter readings are a matter for the individual boards.
