asked the Secretary of State for Foreign and Commonwealth Affairs how many British subjects have been deported by the Governments of Tanzania and Zambia since 1970.

I am not aware that any United Kingdom citizen has been deported, in the strict sense of the word, from Tanzania or Zambia since 1970, since these countries prefer to expel non-citizens by declaring them prohibited immigrants. But the authorities are not obliged to tell our high commissions about expulsions under either procedure. We cannot therefore be sure that we possess accurate figures for them However, if the hon. Member would like to write to me about any specific case he may have in mind I should be glad to consider the best way to help him.

Neither Zambia nor Tanzania is party to the Vienna Convention on Consular Relations, nor do we have a bilateral consular convention with either country. Their Governments are therefore not obliged to inform our high commissions of the detention of United Kingdom citizens. Our records show, however, that since 1st January 1970, 34 United Kingdom citizens have been detained in Zambia and 25 in Tanzania, for a wide variety of reasons. Some were detained only for very short periods.

The Rhodesians do not normally reveal the names, numbers or nationalities of persons detained in Rhodesia. I regret therefore that I cannot give the hon. Member any figures for Southern Rhodesia.
