Mr. Wakeham

asked the Secretary of State for the Environment what the upper income limit for obtaining a rate rebate was in 1966 for a married couple with two children; and what changes there have been in this limit.

In 1966 a married couple with two children were entitled to a maximum rate rebate if their joint income did not exceed£13 a week; each pound above this figure reduced rebate by 25p. Under the new rate rebate scheme, income limits have been replaced by needs allowances; their needs allow
