HC Deb 25 June 1974 vol 875 c433W
Mr. Arthur Latham

asked the Secretary of State for the Home Department, irrespective of and outside any inquiry into the Red Lion Square events, if he will make a statement on the circumstances in which police are authorised to use sticks and batons in connection with crowd control and demonstrations.

Mr. Roy Jenkins

The general principle is that the police should use truncheons only if they are violently attacked.
