Mr. Sillars

asked the Secretary of State for Energy if, in view of the added financial burden facing households due to increased electricity charges, and in view of the difficulty families face in attempting to obtain prepayment meters, he will discuss with the Post Office and the electricity boards the need for prepayment stamps to be sold by post offices and sub-post offices in rural areas, taking into account that these offices are the only agencies able to render such a service in rural districts.

Arrangements for the payment of electricity accounts are primarily matters for the boards themselves in consultation with their consultative councils. I will, however, arrange for my hon. Friend's suggestion to be brought to their attention.
