asked the Secretary of State for the Home Department why he has altered the rules with regard to the treatment of Category A prisoners.

Dr. Summerskill

The Prison Rules apply to all prisoners, including Category A prisoners, and there has been no change affecting the latter alone, nor have the administrative procedures that govern their custody been altered.
