Mr. John Garrett

asked the Secretary of State for the Environment how many county councils have produced transport plans and programmes at the request of his Department.

All county councils have been asked to prepare applications for transport supplementary grant, but they are not due to submit them until mid-July.

asked the Secretary of State for the Environment if there is a requirement upon county councils to ensure public participation or consultation in the preparation of transport plans and programmes made in response to instigation from his Department.

The structure and local plan system provides a suitable statutory framework for public participation and consultation which enables transport policies to be set in their wider context. Local authorities are free to carry out additional consultations as they wish.
