20. Mr. Trotter

asked the Secretary of State for the Home Department if, as part of a Government Bill on electoral law, he will introduce a Bill to amend the Representation of the People Act so as to (a) enable electors who are absent on holiday to vote by post, and (b) to enact the proposals in Clause 3 of the Representation of the People (No. 2) Bill, relating to the amendment of incorrect electoral registers.

Dr. Summerskill

No. The first of these proposals is one which the Speaker's Conference of 1965–68 rejected; the second is under consideration by a working party, set up on the recommendation of the Speaker's Conference in the last Parliament, which is concerned with the whole question of improving the register.

31. Mr. McCrindle

asked the Secretary of State for the Home Department what plans he has to introduce legislation allowing staggered regional voting at General Elections.

A factual study has been made of the precedents, but I have not as yet any plans to introduce such legislation.
