§ Mr. MacFarquharasked the Secretary of State for the Environment if he will take steps to make the new water authorities more democratically controlled and to ensure that the public has greater access to them.
§ Mr. Denis HowellA majority of the members of these authorities are already nominated by local authorities. I think it would be wrong to alter their structure so soon after they have become operational, but I shall keep this under review in the light of experience.
