asked the Secretary of State for the Environment if he will introduce a comprehensive Bill which will fully compensate people who suffer adverse affects from high level noise whether from motorways, railways or aircraft; and if he will indicate the time scale of his plans in this regard.

The Land Compensation Act 1973 already has compensation provisions where the value of an interest in land is depreciated by noise arising from the use of new or altered public works, including highways, rail works and aerodromes. If my hon. Friend has any particular instances in mind where excessive noise is causing concern perhaps he will give me the details.
