asked the Minister for the Civil Service if he will introduce legislation to give the Parliamentary Commissioner for Administration (1) the power to enforce his decisions, (2) the right to be approached directly by citizens, and (3) the right to provide the complainant with a copy of his report and to publish the same.

No. Apart from the constitutional objections to the first suggestion, the proposed legislation would weaken the parliamentary nature of the present system and the role of individual hon. Members in relation to it.
