asked the Secretary of State for Scotland if he will convene a conference of the new regional and island authorities sitting together to consider the Kilbrandon Report.

No. The local authority associations are among a number of bodies I have invited to send me their observations by the end of this month on the discussion document about devolution published on 3rd June. At the same time I drew the attention of the new regional, island and district authorities to this document so that they could consider the various questions which it raises. I am satisfied that this is the best course of action in present circumstances.
