§ Mr. Biggs-Davisonasked the Secretary of State for Foreign and Commonwealth Affairs what protocols to the Geneva Conventions of 1949 have been adopted by the Conference on Humanitarian Law in Armed Conflict; whether he will publish the protocols discussed at the conference; and whether he will give an assurance that Her Majesty's Government will not agree to give prisoner-of-war status to organised resistance movements he considers to be opposed to British sovereignty and interests.
§ Mr. EnnalsThe first session of the conference did not complete its discussion of any of the articles of the proposed additional protocols to the Geneva Conventions of 1949. The second session does not open until February 1975. It is therefore too early to be able to judge the eventual form or scope of any protocols that may emerge or Her Majesty's Government's policy towards signature and ratification. We consider, however, that any protection given to organised resistance movements should be in accordance with accepted principles of international law.
