asked the Secretary of State for the Environment, in pursuance of his powers under Section 11(4) of the Water Act 1973, if he will make a determination as to the sufficiency and wholesomeness of the water supplied by the North-West Regional Authority to consumers in Rossendale and, in particular, in Helmslow and Haslingden.

My right hon. Friend is empowered to make a determination under Section 11(4) of the 1973 Act only where a dispute between a local authority and a water authority is referred to him under that subsection.
