§ Mr. William RossThe Scottish electricity boards do not invest in generating capacity for the purpose of supplying the requirements of England and Wales. The link between the Scottish and English systems is designed to meet emergency situations but, by allowing the two systems to run continuously interconnected, it enables Scottish electricity requirements to be met from the cheapest source whether it is north or south of the Border. Without it, Scottish consumers would have to pay more for their electricity.
