Mr. Newton

asked the Secretary of State for the Environment (1) what estimates he has made of the costs of improving the existing A12 at Chelmsford to the standards of a dual carriageway of two lanes in each direction, assuming a speed limit of either 50 miles an hour or 60 miles an hour; and how many homes would be destroyed in each case;

(2) what is his present policy for the route of the A12 Chelmsford bypass; what further consultations he is having on this matter, with whom and for what purpose; and when he expects to make any further statement about his plans;

(3) what are his present estimates for the respective costs of constructing the three alternative routes for the Chelmsford A12 bypass which were the subject of public consultation in 1973, and how these compare with the estimates given at that time.
